The Portsmouth Police Department is asking for the public’s assistance in locating the following individual:

Thomas Higgins
Date of birth 03/12/60
LKA: 16 Beechstone, Apt. 2
Portsmouth, N.H.

An arrest warrant has been issued for Mr. Higgins for:

Aggravated Felonious Sexual Assault.

This arrest warrant is the result of an investigation by the Portsmouth Police Department, and it is alleged that Mr. Higgins had sexual contact in Portsmouth with a child under the age of sixteen years old within the past two weeks. After conducting several interviews, probable cause was developed for the arrest of Mr. Higgins.

Mr. Higgins is currently out on bail through the Rockingham County Superior Court for a felony level Possession of a Controlled Drug charge. It is believed that Mr. Higgins may currently be in Massachusetts, and that he is aware that there is an arrest warrant in effect for him. He may be driving a 1997 Saab 900, color green bearing NH registration 2420487.
